National History
The concept of a Unified charity to act as a clearinghouse for money was an idea whose time had come during the World Wars. The United Way was chartered by congress to combine a number of loosely-knit community chest organizations in the post-war era, each one independently controlled by local citizens. Most have become distributorships of professional advice, volunteer services and monetary support.

Local History
A substantial pledge by the employees of the Wal-Mart Distribution Center, in addition to previous donations by ZCMI, J.C.Penney and K-Mart, promoted the research for and organization of a United Way in Washington County to allocate funds in a controlled manner. The idea of organizing a local United Way had been discussed and researched for more than two years in the Human Services Interagency Council. In October of 1993 representatives of Wal-Mart Distribution and the Interagency Council met Bill Hulterstrom, Executive Director of the United Way Provo.

From this meeting an Organizational Committee was formed to conduct additional research, recruit the Board of Directors and write the by-laws. This committee consisted of Ross Hurst (Hurst Stores), Shirley Tye (Wal-Mart Distribution), Frank Allen (Attorney), Brad Gale (Skywest), Jan Thompson (Job Services), and Todd McMullin (Southwest Financial). The committee was chaired by Ross Hurst.

In December 1993, the full board of Directors of the United Way's Provo and Las Vegas came and trained the board in January.

Financial Goal
Campaign: $100,000 + pledged by May 1995. (100% of money raised will be given to local charities). Money will largely come from employee payroll deductions and matching contributions.
